ETP Signs Landmark MOU with ENPCT in Mozambique
Evanston Technology Partners (ETP) has signed a landmark Memorandum of Understanding (MOU) with ENPCT, E.P. (Empresa Nacional de Parques de Ciência e Tecnologia) in Maluana, Mozambique — a historic agreement that will bring world-class technology training to thousands of young Mozambicans.
The MOU, signed on December 5, 2025, commits ETP and ENPCT to a comprehensive partnership aimed at training **10,000 young people and professionals** in Cybersecurity, Artificial Intelligence, Cloud Computing, Data Analysis, and Data Engineering.
**A Transformative Partnership**
The agreement goes beyond training. Under the MOU, ETP and ENPCT will work together to establish:
- A **National Center for Technological Excellence** — a flagship facility for advanced technology education and research
- The **first Technological Outsourcing Center of Mozambique** — creating a new industry that can generate significant foreign exchange earnings for the country
- A pipeline of technology professionals qualified to work with global enterprises
"This is not just a training program," said Emmanuel Jackson, ETP's CEO. "We are building the technology infrastructure of Mozambique's digital future."
**ENPCT's Role**
ENPCT, E.P. is Mozambique's national science and technology park operator, responsible for developing the country's technology ecosystem. The partnership with ETP brings American enterprise technology expertise and IBM/AWS/Dell partnerships to Mozambique for the first time at this scale.
The signing ceremony in Maluana was attended by senior officials from both organizations, marking a new chapter in US-Africa technology cooperation.
